摘要
地区间主义是欧盟发展对外关系、开展多边外交的一种创新形式,欧盟印太战略是地区间主义在印太地区的新实践。在地区间主义的功能框架下考察欧盟印太战略,基本可以认为它不同程度地发挥了平衡印太地区大国关系、推进欧盟与印太地区间合作的制度建设、推动欧盟和印太地区国际关系合理化、提升欧盟的议程设置能力以及强化集体认同等作用。但是,由于欧盟内部结构和决策过程的限制、成员国的立场和利益分歧、欧盟与印太地区国家合作关系的不对称性以及欧盟与印太地区的制度化程度存在较大差异,欧盟在实现其印太战略目标上存在限度。未来,欧盟将从自身利益出发实施印太战略、谋求更大的自主权,同时作为盟友继续配合美国在印太地区的行动。
Interregionalism represents a novel approach tothe development of foreign relations and multilateral diplomacy of the European Union;in the Indo-Pacific region,this new approach is manifested through the EU's Indo-Pacific strategy.Considering this strategy with the analytical framework of interregionalism,it can be argued that it plays a role in balancing relations between major powers in the Indo-Pacific region,while further advancing the institutionalization of EU-Indo-Pacific interregional cooperation and regularizing the EU's international relations with the region.It also functions to enhance the EU's capacity to shape its interregional agenda and to strengthen its collective identity in the region.Due to structural and procedural limitations within the EU,divergent positions and interests among EU member states,the asymmetry of cooperation and major differences in levels of institutionalization between the EU and Indo-Pacific countries,the EU has made only limited progress towards achieving its objectives vis-d-vis the Indo-Pacific.In the future,the EU will implement its Indo-Pacific strategy based on its own interests,seek greater autonomy and continue to cooperate with the United States as an ally.
