摘要
基于2011—2020年中国30个省市(除西藏自治区外)省级面板数据,建立多维相对贫困指标体系,使用双向固定面板Tobit模型实证分析数字普惠金融对农村多维相对贫困的影响。结果表明:整体上数字普惠金融有利于减缓我国农村的相对贫困,加入各控制变量后结论依旧稳健;农民的人力资本和数字基础设施水平是数字普惠金融与农村多维相对贫困之间的重要作用机制,数字普惠金融会影响农民的人力资本,进而对农村的多维相对贫困产生影响,而数字基础设施水平越高的地区,数字普惠金融对多维相对贫困的作用越强;分区域回归的结果表明,数字普惠金融对农村多维相对贫困的影响在东部、北部地区较为明显,而在中西部、南部地区的影响较小,原因是中西部地区的数字基础设施水平不完善、农民的金融素养不足,北部地区的传统金融发展不足且机械化程度高,农民从数字普惠金融中获得的边际效应更高。据此,建议持续推动农村地区的数字普惠金融建设,结合各地实际,推出有针对性的政策,同时完善监管机制,强化合作,共同推进数字普惠金融发展。
Based on provincial-level panel data for 30 provinces and cities(except Tibet)from 2011 to 2020,a multidimensional relative poverty indicator system is established and the impact of digital financial inclusion on rural multidimensional relative poverty is empirically analyzed by using a two-way stationary panel Tobit model.The results show that overall digital inclusive finance is beneficial to controlling relative poverty in China’s rural areas,and the conclusion remains robust after the inclusion of each control variable.Farmers’human capital and digital infrastructure level are the key factors in digital inclusion.The results of sub-regional regressions show that the effect of digital inclusion on rural multidimensional relative poverty is more pronounced in the eastern region,while the impact is smaller in the central and western regions,due to the imperfect level of digital infrastructure and farmers’lack of financial literacy.Therefore,it is recommended to continuously promote the construction of digital inclusive finance in rural areas,introduce targeted policies in line with the actual situation of each region,and at the same time improve the regulatory mechanism and strengthen cooperation to jointly promote the development of digital inclusive finance.
