摘要
基于国家软实力视角,研讨文化产业政策是否具有城市经济效应是长期以来文化产业学术圈的核心议题。以文化消费试点政策作为切入点,运用双重差分模型和中介效应方法,使用2008—2020年中国267个地级市的经济数据,检验文化消费试点政策对城市经济增长的影响效应及传导路径。研究发现:第一,文化消费试点政策对城市经济增长具有显著正向促进作用,且存在产业结构升级渠道机制。第二,产业结构合理化和产业结构生态化均是推动经济发展的中介路径。第三,东部和中部地区的政策实施效果优于东北部和西部地区,具体排序是东部、中部、西部、东北部。需要大力推进文化产业相关政策,重视科技强国,缩减居民收入差距,注重居民意识形态提升。
Based on the national soft power perspective,examining whether cultural industry policies have urban economic ef⁃fects has long been a central topic in cultural industry academic circles.Using cultural consumption pilot policies as an entry point,the paper examines the impact effects and transmission paths of cultural consumption pilot policies on urban economic growth using a double difference model and a mediating effects approach,using economic data from 267 prefecture-level cities in China from 2008 to 2020.It is found that(1)the cultural consumption pilot policy has a significant positive contribution to urban economic growth and there is an industrial structure upgrading channel mechanism.(2)Both industrial structure rationalization and industrial structure ecologization are intermediary paths to promote economic development.(3)The policy implementation ef⁃fects in the eastern and central regions are better than those in the northeastern and western regions,specifically ranked as east⁃ern,central,western,and northeastern second.In this regard,the paper proposes to vigorously promote policies related to cultural industries,pay attention to scientific and technological strength,narrow the income gap of residents,and focus on the ideology of residents.
