摘要
应急防护用纺织品储备是保障国家公共卫生安全,提高应对突发事件能力的重要措施。为了解中国和非洲国家应急防护用品储备的发展情况,提高相应的储备能力和应对突发事件能力,通过文献研究、实地调研、访谈、研讨和归纳概括的方法,总结出中国和非洲国家在新冠疫情应急条件下防护用纺织品的储备情况,提出在“一带一路”背景下中非间应急防护用纺织品在实物储备、合同储备和生产能力储备3方面的合作方式。文章建议考虑了中国和非洲国家的资源和优势条件,对中非双方有很大益处。
The reserve of protective textile products for emergency usage is an important measure in ensuring national public health security and enhancing the ability to respond to emergencies.To understand the development of the reserve of protective textile products in China and African countries and to improve the corresponding reserve capacity and ability to respond to emergencies,through literature research,work sessions,field investigation,interviews and inductive generalization,the status of the reserve and supply of protective textile in China and African countries under the emergency conditions during the Covid-19 pandemic was summarized in this study.The study proposed a few approaches of collaboration between China and African countries for the reserves of emergency protective textile products,from the perspective of three types of reserve including physical,contractual and production capacity reserves.These proposals take into account the resources and advantages of China and African countries and are beneficial to both sides.
