摘要新发展格局下,深圳承担着建设高质量创新发展高地的历史重任,产业转型升级是实现高质量发展的关键。宝安区作为深圳目前人口最多、面积最大的行政区,是传统工业强镇。受发展惯性制约,深圳市宝安区战略性新兴产业发展水平低于全市平均水平,更低于比邻的南山区。人才作为区域发展的第一资源,重要性不言自喻,海归人才作为优秀人才群体是深圳未来发展的重要建设力量。传统工业强镇宝安区在海归人才存量和增量上与南山等区相比都有很大的提升空间,需要通过一系列海归人才政策高效吸引、集聚和使用海归人才,助力区域经济转型升级发展,从而为传统产业区域转型升级的人才策略树立深圳模板。 Under the new development pattern,Shenzhen undertakes the historical responsibility of building a highland of high-quality innovative development.Industrial transformation and upgrading is the key to achieving high-quality development.As the administrative district with the largest population and area in Shenzhen,Bao’an District is a traditional industrial zone.Constrained by development inertia,the development level of strategic emerging industries in Bao’an District is lower than the average level of the city,and much lower than that of neighboring Nanshan District.As the most important resource for regional development,the importance of talents is self-evident.Returnees,as an outstanding talent group,are an important construction force for Shenzhen’s future development.Compared with Nanshan and other districts,Bao’an District,a traditional industrial zone,still has a lot of room for increase in terms of returnee talents stock and increment.It is necessary to efficiently attract,gather and use returnee talents through a series of returnee talent policies to help the transformation,upgrading and development of local economy.The exploration and practice of Bao’an District may help establish a Shenzhen template of talent strategy for the transformation and upgrading of traditional industrial zones in China.
