摘要
当前,国际贸易形势复杂多变,全球贸易萎缩,经济增长放缓,中美贸易摩擦升级,疫情带来的外部需求正在消退。在困难的外部环境下,北京“两区”建设目标的实现既面临严峻的挑战,又面临难得的机遇。文章阐述了北京“两区”建设的重大意义及目标特色,从3个方面分析了当前国际贸易形势对北京“两区”建设的影响。在此基础上,文章从7个方面提出加快北京“两区”建设的思考:更好地发挥北京对资源的集聚作用,开放引导改革、改革促进发展,立足于促进国家整体的产业升级,促进消费升级和经济内外均衡发展,通过主动扩大进口促进出口,充分利用市场过剩驱动创新,完善政府与市场有机互补关系。
At present,the international trade situation is complex and volatile,global trade is shrinking,economic growth is slowing,trade friction between China and the US is escalating,and external demand brought by the pandemic is fading.Under the difficult external environment,the realization of the construction goal of“national service industry expanded and open comprehensive demonstration zone and China(Beijing)pilot free trade zone”in Beijing is faced with both severe challenges and rare opportunities.The article expounds the significance and target characteristics of the construction of“national service industry expanded and open comprehensive demonstration zone and China(Beijing)pilot free trade zone”in Beijing,and analyzes the influence of the current international trade situation on the construction of“national service industry expanded and open comprehensive demonstration zone and China(Beijing)pilot free trade zone”in Beijing from three aspects.On this basis,the article puts forward the thinking to accelerate the construction of“national service industry expanded and open comprehensive demonstration zone and China(Beijing)pilot free trade zone”in Beijing from seven aspects:it should give better play to Beijing’s role of resource agglomeration,guide reform by opening up,promote development by reform,promote the industrial upgrading of the country as a whole,promote consumption upgrading and the balanced development of the economy inside and outside,promote export by actively expanding imports,make full use of market surplus to drive innovation,and improve the organic complementary relationship between the government and the market.
