摘要
2015年以来,水利部和财政部构建了以绩效目标为导向、绩效运行监控、绩效评价、评价结果与资金分配挂钩等相结合的中央水库移民扶持基金全过程绩效管理体系。绩效评价结果与年度预算资金分配直接挂钩,充分发挥了奖优罚劣的激励约束作用。“十四五”时期,移民工作进入新发展阶段,中央水库移民扶持基金绩效管理有关内容和部分评价指标有必要适时进行优化调整。文章从开展绩效目标申报管理、绩效目标执行监控、绩效评价指标体系修订、重大项目绩效评价等方面,提出了优化完善中央水库移民扶持基金绩效管理体系的有关政策建议,以期为改进绩效管理工作提供借鉴参考。
Since the year of 2015, the Ministry of Water Resources and the Ministry of Finance have conducted subject research, nationwide trial, and performance evaluation for six consecutive years, based on which the performance management system of support fund for the central reservoir resettlement has been established. It’s a whole-process management system with performance objective oriented, multi-dimensional performance operation monitored, performance evaluation fully covered, and evaluation results linked with fund allocation, this linkage has been playing an important role of incentive and restraint. During the 14thFive-Year Plan period, the reservoir resettlement work has entered a new phase, and the relevant content and some evaluation indicators of the performance management of the central reservoir resettlement support fund need to be optimized and adjusted in a timely manner. Centering on declarationand scientific management of performance objective, regular monitoring of performance implementation, timely updating performance evaluation index system, and exploration of performance evaluation for large-scale projects, this article provides suggestions to optimizethe performance management system of the central reservoir resettlement support fund, which can be used as reference to improve the performance management in the future.
