摘要
能源贫困的识别与测度是解决新发展阶段相对贫困问题的基础性工程。文章从可行能力视角出发,构建我国新发展阶段能源贫困识别体系,并采用多维能源贫困法对家庭能源贫困状况进行识别、测度和分解。结果显示,我国整体上存在多维能源贫困问题,能源服务的不可获得是导致居民陷入能源贫困问题的主要原因。进一步分解发现,地区与收入对能源贫困的影响存在异质性,农村地区与低收入家庭陷入能源贫困的广度与深度均高于城市地区与中高收入家庭。为此,政府应提升多维度治理能源贫困的能力、提高现代化能源服务的可获得性、建立多维能源贫困动态监测机制、注重农村地区能源贫困治理、带动低收入群体可持续增收能力的增强。
The identification and measurement of energy poverty is a fundamental project to solve the relative poverty problem in the new development stage.This paper constructs an energy poverty identification system in the new development stage of China from the perspective of capability,and adopts the multidimensional energy poverty index to identify,measure and decompose the energy poverty situation of households.The results show that there exists a multidimensional energy poverty problem in China as a whole,and the inaccessibility of energy services is the main cause of China’s energy poverty.Further decomposition shows that the impact of region and income on energy poverty is heterogeneous.The depth and breadth of energy poverty in rural areas and low-income families are higher than those in urban areas and middle-high-income families.In view of this,the government should enhance the ability of multidimensional governance of energy poverty,improve the availability of modern energy services,establish a dynamic monitoring mechanism for multidimensional energy poverty,focus on energy poverty governance in rural areas,and promote the sustainable income growth of low-income groups.
