Influence Paths of Rural Land Transfer on Grain Production and Its Policy Implications

摘要在耕地总量受限条件下,推进农村土地流转、盘活耕地资源是进一步提高粮食生产能力的重要途径。在梳理我国农村土地流转发展历程的基础上,探讨了农村土地流转影响粮食产量的主要路径,并提出优化农村土地流转以提高粮食生产能力的政策建议。研究认为,农村土地流转主要通过减少耕地撂荒,增加耕地面积;优化资源配置,提高粮食单产;促进适度规模经营,提高农业全要素生产率;促进土地整理,增加耕地面积;加重耕地“非粮化”,威胁粮食生产等途径影响粮食产量,影响结果有正有负。提出通过农村土地流转助推粮食生产的建议:积极、规范、合理推进农村土地流转;推进规模流转,发展适度规模经营;采用法律、制度、经济、技术等多重手段防止土地流转后“非粮化”。 Under the condition that the total area of cultivated land is limited,promoting the transfer of rural land to invigorate cultivated land resources is an important way to further improve grain production capacity.On the basis of sorting out the development process of rural land transfer in China,this paper explores main paths of the influence of rural land transfer on grain production,and puts forward policy suggestions to optimize rural land transfer to improve grain production capacity.It concludes that rural land transfer mainly affects grain production through the following ways with both positive and negative results:reducing the abandonment of cultivated land,thus increasing the cultivated land area;optimizing resource allocation,and increasing the grain yield per unit area;promoting moderate-scale operations,and increasing agricultural total factor productivity;promoting land consolidation,thus increasing the cultivated land area;aggravating the"non-grain production"of cultivated land,thus threatening grain production.Therefore,it puts forward some suggestions on promoting grain production through rural land transfer:to actively,normatively and reasonably promote rural land transfer;to promote scale transfer,and develop moderate-scale operations;to adopt legal,institutional,economic,technological and other means to prevent the"non-grain production"of transferred land.
