核电厂规程人因失误陷阱识别方法及准则研究

摘要 为建立核电厂规程人因失误陷阱的识别方法及准则,以指导核电厂开展规程人因失误陷阱查找工作,提升核电厂规程质量,本文梳理了核电厂规程框架,研究了规程开发基本原则,结合核电厂规程人因失误陷阱数据制定了识别方法及准则,并用此方法和准则对部分核电厂规程进行了检验。研究结果表明,建立的识别方法及准则能够较好地指导规程人因失误陷阱识别工作,依据准则提出的修改建议能够较好地提升规程清晰度。因此,本文建立的核电厂规程人因失误陷阱识别方法及准则能够用于核电厂规程人因失误陷阱查找工作。 In order to establish the identification method and criteria of human error traps in procedures, and to find out the human error traps and improve the quality of procedures of nuclear power plant, this paper sorts out the framework and studies the basic development principles of procedures, formulates the identification method and criteria of human error traps combined with the data of human error traps, and tests the method and criteria using the procedures. The results show that the method and criteria established can guide the identification work of human error traps in procedures, and the revision suggestions proposed based on the criteria could improve the definition of procedures. So the method and identification criteria of human error traps could be used to guide the identification work of human error traps in procedures of nuclear power plant.
