摘要
国有企业科技情报创新要积极适应新时期国际形势变化和信息化技术变革背景下的新使命、新要求,提高战略地位,创新服务机制,整合情报资源,搭建信息化平台,为新时代国家战略布局、政策研究,企业技术创新、产业发展提供及时准确的情报支撑。从国家发展需求、世界格局变化以及信息技术演进三个维度阐述了新形势下国有企业科技情报工作面临的挑战,从服务模式、情报资源以及研究范式三个方面分析了新形势下国有企业科技情报创新的要点,结合具体实践应用案例,分析了国有企业科技情报创新战略的具体实施路径。国有企业要加快适应新形势下科技情报需求,积极探索新的科技情报研究范式,创新拓展情报服务机制,加快推进协作共享平台建设,打造国家新型高端智库。
S&T intelligence innovation of state-owned enterprises should actively adapt to the new mission and new requirements in the context of the changing international situation and information technology changes in the new period, improve the strategic position, innovate service mechanisms, integrate intelligence resources,build the information platform, and provide timely and accurate intelligence support for the national strategic layout, policy research, enterprise technology innovation and industrial development in the new era. The article expounds the challenges faced by state-owned enterprises in S&T intelligence work under the new situation from three dimensions: national development needs, changes in the world pattern, and information technology evolution. Then it analyzes the key points of state-owned enterprise S&T intelligence work innovation in the new situation from three aspects: service model, intelligence resources and research paradigm. Finally, the specific implementation path of the science and technology intelligence innovation strategy of state-owned enterprises is analysed in relation to specific cases. State-owned enterprises should accelerate the adaptation to the new situation of scientific and technological information needs, actively explore new paradigms of scientific and technological information research, innovate and expand intelligence service mechanisms, and accelerate the construction of collaborative sharing platforms, to create a new type of national high-end think tank.
