摘要
当前,灵活就业的持续发展是数字技术与劳动力市场机制相结合的必然结果,对经济结构转型与高质量发展具有重要作用。采用2004—2019年中国省级面板数据,深入研究城镇灵活就业对服务业结构升级的影响和作用机制。结果显示:(1)城镇灵活就业对服务业结构升级具有显著的促进作用,且这种促进作用主要通过提高服务业效率和发挥资源配置效应等机制实现;(2)城镇灵活就业对服务业结构升级的促进作用主要集中于东部和西部地区,且在2011年《社会保险法》出台后,促进作用增强;(3)信息技术水平和要素市场发展显著增强城镇灵活就业的服务业结构升级促进效应。明确城镇灵活就业与服务业结构升级的关系能够为推动多渠道灵活就业,促进服务业结构优化升级,实现经济高质量发展提供参考。
At present, the sustainable development of flexible employment is the inevitable result of the combination of digital technology and labor market mechanism, which plays an important role in the transformation of economic structure and high-quality development. Based on the provincial panel data from 2004 to 2019, this paper deeply studies the theoretical mechanism and impact effect of urban flexible employment development on the upgrading of service industry structure. It is found that:(1)Urban flexible employment plays a significant role in promoting the structure of service industry, and this role is mainly realized by improving the efficiency of service industry and giving full play to the effect of resource allocation.(2) The promotion effect of urban flexible employment is mainly concentrated in the eastern and western regions, and its promotion effect is stronger with the promulgation of the social insurance law in 2011.(3) The level of information technology and the development of factor market can enhance the effect of urban flexible employment on the upgrading of service industry structure. The research of this paper defines the relationship between urban flexible employment and the upgrading of service industry structure, and provides reference basis and policy enlightenment for promoting multi-channel flexible employment, promoting the optimization and upgrading of service industry structure, and realizing high-quality economic development.
