摘要
产业集群已经成为当今地区经济发展的主导力量和影响国际经济竞争的战略性力量,尽管当前江苏省产业集群发展位于全国前列,但仍与“十四五”科技规划中“打造具有全球影响力的产业科技创新中心”的总体要求有明显差距,需要借鉴国内外优秀经验以弥补自身不足。文章研究了比利时推进产业集群发展的三大主要做法:推行“竞争力集群”战略、为高端人才与相关企业提供充足政策支持、依托地理优势大力推进港口产业集群发展。接着对江苏省产业集群发展现状及问题进行分析,揭示了主导产业不突出、协同发展程度不高、品牌建设不够和整体创新能力不强、集群创新体系建设不完善、临港产业集群层次较低等问题。最后基于此为江苏省产业集群发展提出6点建议,分别是充分发挥政府职能、提供有力机制保障,加大中小企业参与度,构建评估体系,打造服务集群发展的高水平公共平台,着力培育打造具有世界影响力的制造业名企以及加大高层次人才的引进与培育力度。
Industrial clusters have become one of the leading force in regional economic development and the strategic force affecting international economic competition. Although the development of industrial clusters in Jiangsu provinceis currently in the forefront of China, there is still a significant gap between the current situation and the overall requirements of “building an industrial science and technology innovation center with global influence” in the “14th Five-Year” Plan for science and technology in Jiangsu province. We need to learn from excellent experience at home and abroad to make up for our own shortcomings.This research studied the three main approaches of Belgium of promoting the development of industrial clusters: implementing the “competitiveness clusters” strategy, providing sufficient policy support for high-level talents and related enterprises, and vigorously develop port industrial clusters based on geographical advantages. Then we analyzed the current situation and issues of industrial clusters in Jiangsu province, including the leading industries are not prominent, the degree of coordinated development is not high, insufficient brand building, weak overall innovation ability, the construction of cluster innovation system is not perfect, the level of port industry cluster is low and so on. Finally, based on these analysis, six suggestions are put forward for the development of industrial clusters in Jiangsu province: making full use of the government functions to provide strong policy guarantees, increasing the participation of small and medium-sized enterprises, building an evaluation system, creating a high-level platform of public service for the development of clusters, focusing on cultivating and building famous manufacturing enterprises with world influence and increasing the import and cultivation of high-level talents.
