摘要
推进乡村振兴,必须用好改革这一法宝。近年来,河北省不断深化农村改革,乡村振兴战略开局良好,进展顺利。为加快农村要素领域改革,进一步增强农业农村发展的内生动力,要做好“五个激活”和“一个守住”,即:激活三类产权、激活三类资源、激活三种功能、激活三个机制、激活三种组织;守住农村土地集体所有制、守住耕地、守住农民利益这三条底线,以此全面推进乡村振兴。
To promote rural revitalization,it is necessary to make full use of reform.In recent years,Hebei Province has continued to deepen rural reform,and the rural revitalization strategy has made a good start and gone well In order to speed up the reform of rural elements and further enhance the internal power of agricultural and rural development,it is necessary to do a good job of"Five Activations"and"One Retention",that is activating three types of property rights,three types of resources,three functions,three mechanisms and three kinds of organizations,keeping the bottom lines of collective ownership of rural land,cultivated land,and farmers’interests to comprehensively promote rural revitalization.
