历史遗留废弃矿山生态修复现状及治理对策研究 被引量:23

摘要 践行“绿水青山就是金山银山”理念,矿山修复成为近年来生态文明建设的研究热点。历史遗留矿山治理现状存在数量大、治理需求强烈、土地复垦率低、施工难等一系列问题。矿山生态修复是一项整体性和系统性工程,主要存在修复机制、修复资金、修复模式、修复工程、修复技术等方面的不足,应当制定针对性的改进措施。为了加速推进历史废弃矿山修复的进程,本文提出建立矿山综合治理工作协调机制,完善矿山修复相关法律法规,对矿山状况详查和评估,进行生态环境督察,修复后跟踪监测,设置修复工程专项实验室等建议,为“山水林田湖草是生命共同体”新背景下矿山开采和治理提供新思路。 With the concept that“lucid water and lush mountains are invaluable assets”,research on mine restoration has become popular in the construction of ecological civilization in recent years.For abandoned mines left over by history,a series of problems still remain such as their large number,low land reclamation rate,construction difficulties and so on.However,mine ecological restoration is an integrated and systematic project,and deficiencies in restoration mechanism,restoration funds,restoration mode,restoration engineering and restoration technology should be tackled.In order to accelerate the restoration process of abandoned mines,this paper puts forward suggestions such as the coordination mechanism of mine comprehensive management,the improvement of relevant laws and regulations of mine restoration,detailed investigation and evaluation of mine conditions,ecological environment supervision,tracking and monitoring after restoration,and the establishment of special laboratory of restoration engineering.Under the background that“landscape,forest,field,lake and grass are a community of life”,the suggestions are expected to provide new ideas for mine mining and management.
