摘要
年度报告编制是落实《中华人民共和国公共图书馆法》《中华人民共和国公共文化服务保障法》等国家立法,以专业化促进实现公共图书馆事业高质量发展的重要抓手。为回答如何做优年报编制的问题,文章比较研究粤港澳大湾区公共图书馆年报编制实践,总结年报的功能作用:业务档案与专业管理、信息公开与宣传推广、专业交流与学术研究,指出既有实践在统计工作规范化与协作化和智能化水平有待提升、编制质量控制的关注度不足、缺乏深度开发利用和交流展示宣传3个方面短板。认为全流程过程控制、全生命周期利用、全方位共享交流、全媒体宣传推广是年报编制的发展路向之一,并提出4点建议:先行先试探索数据统计工作协作、注重年报编制的全流程过程控制、关注年报内容的全生命周期利用、推进全方位信息公开共享与专业交流。
The compilation of the annual report is an important starting point for implementing the Public Library Law of People’s Republic of China and the Public Cultural Service Guarantee Law of People’s Republic of China, and realizing the professional development and high-quality development of public libraries.In order to answer the question of how to compile the excellent annual report, this paper compares the practice of compiling the annual reports of public libraries in the Guangdong-Hong Kong-Macao Greater Bay Area, and summarizes three functions of the annual report: business archives and professional management, information disclosure and promotion, professional communication and academic research.Furthermore, it is concluded that the existing practice has shortcomings in three aspects: standardization, collaboration and intelligence of statistical work need to be improved, the attention to compilation quality control is insufficient, and the in-depth development, utilization, communication and publicity are deficient.It is proposed that the whole process control, the whole life cycle utilization, all-round sharing and communication, and all-media publicity and promotion are one of the development directions of annual report compilation, and four suggestions are put forward: try to explore the collaboration of data statistics first, pay attention to the whole process control of annual report compilation, pay attention to the whole life cycle utilization of annual report content, and promote all-round information open sharing and professional communication.
