摘要
家庭是受各种灾害影响的主要群体,灾前储备应急物资可以有效减少或避免灾害的不利影响。综合性、标准化备灾能指导家庭应对多类型灾害,有效利用物资资源。选取《家庭应急物资储备建议清单(基础版)》的发布时间、发布单位、适用场景及物资的分类和名称、物品的分类及数量等指标,利用数据统计、对比分析等方法,对家庭应急物资进行综合性和标准化研究。结果表明:(1)家庭应急物资综合备灾是应急管理改革时代背景下,适应综合减灾、大应急的理念发展的灾害管理环节;(2)提出“家庭应急物资综合备灾”概念,明确这种“综合”是综合减灾的综合、是全灾种应对的综合、是专常兼备的综合;(3)家庭应急物资综合备灾标准化具有可行性,并给出家庭应急物资综合备灾标准化建议。
Families are the main groups affected by disasters.It can effectively reduce or avoid the adverse effects of disasters to reserve emergency supplies pre-disaster.comprehensive and standardized disaster preparedness can guide families to cope with multiple types of disasters and effectively use material resources.Some indicators are got from Recommended List of Household Emergency Supplies Reserve(basic version),that is,published time and department,applicable disaster,classification and name of emergency supplies,number and name of items.By the data statistics and comparative analysis,the main results show that:(1)“Household comprehensive reserve of emergency supplies”is the important segment of disaster management to development idea of comprehensive disaster reduction and major emergency after the reform of emergency management;(2)The definition of“household comprehensive reserve of emergency supplies”is proposed.It includes three aspects:the comprehensive disaster reduction,comprehensive disaster relief and comprehensive utilization.(3)The standardization of“household comprehensive reserve of emergency supplies”is feasible.And the standardization proposal are recommended.
