摘要
本文结合当前大力发展数字经济的背景,在政府与市场关系的理论框架下,探究数字经济对中国服务业结构升级的影响及其机制。研究发现,数字经济显著促进了中国城市服务业结构升级,政府治理效能显著增强了数字经济的促进作用。数字经济可以通过提高劳动力、资本和技术等要素效率推动服务业结构升级;政府治理效能强化了数字经济的资本效率提升机制和技术效率提升机制,但未明显改善数字经济的劳动效率提升机制。异质性分析表明,数字经济四个维度的影响效果存在一定差异,数字产业、数字用户和数字平台产生了正向影响,但数字创新的作用并不显著;另外,数字经济对一线城市、中心城市、东部城市和服务业结构水平较高城市的促进作用更为明显。本文丰富了数字经济与产业结构等相关领域的研究,也为中国数字经济发展和服务业结构升级提供了一定的参考依据和政策启示。
The service industry is an important engine that enhances the resilience and vitality of China’s national economy.In recent years,China’s service industry has developed rapidly.However,its overall development is still lagging behind,suffering from low productivity,lack of innovation ability,and unreasonable structure.The experience of developed countries shows that the only way to solve the problems currently obstructing the development of China’s service industry and its high-quality development is to vigorously modernize the service industry to achieve continuous structural upgrading.In the context of significant development opportunities for the global digital economy in the coming period,the main concern is whether China can promote the sustainable upgrading of the service industry structure by vigorously promoting the healthy development of the digital economy.In fact,since the 18 th National Congress of the Communist Party of China,the Chinese government is attaching great importance to the development of the digital economy,and the promotion of the development of the digital economy has gradually become a national strategy.In theory,the digital economy can not only promote the rapid development of new forms of a knowledge intensive service industry,but also accelerate the deep integration of modern service industry and advanced manufacturing industry.It can also achieve the efficient integration of resource elements in breadth and depth,and optimize the allocation of element resources.Therefore,the digital economy will likely have an important impact on the upgrading of the service industry structure.Considering the shortcomings of China’s digital economy in terms of technology research and development,talent support,innovation transformation,digital governance,and other aspects,the space and potential for the development of the digital economy are still huge.Therefore,promoting the healthy development of the digital economy is an important way to realize the continuous upgrading of the service industry structure.Exploring the basic laws of how the digital economy affects the upgrading of the service industry structure is a topic worth studying.Based on the background of the vigorous development of the digital economy and the experience that the governance efficiency of local governments is constantly improving,this paper explores the impact of the digital economy on the upgrading of China’s service industry structure and the underlying mechanism.The theoretical framework is the relationship between the government.Market and panel data of 249 prefecture level cities in China from 2011 to 2018 as well as a variety of measurement methods are used.The results show that the digital economy has significantly promoted the upgrading of China’s urban service industry structure,which remains valid after a series of robustness tests.The effectiveness of government governance has significantly enhanced the promotion of the digital economy.Compared with the effectiveness of government governance,the impact of the government governance capacity is greater.The digital economy can promote the upgrading of the service industry structure by improving the efficiency of labor,capital,technology,and other factors.While the efficiency of government governance has strengthened the capital efficiency promotion mechanism and technical efficiency promotion mechanism of the digital economy,it has not significantly improved the labor efficiency promotion mechanism of the digital economy.Heterogeneity analysis shows that there are certain differences in the impact of the four aspects of the digital economy.The digital industry,digital users,and digital platforms have had a positive impact,but the role of digital innovation is not significant.In addition,the digital economy plays a more significant role in promoting first tier cities,central cities,eastern cities,and cities with more pronounced service industry structure.This paper enriches the literature on digital economy and industrial structure and other related fields,and also provides references and policy inspirations for the development of China’s digital economy and the upgrading of the service industry structure.Firstly,the government should pay full attention to the role of the digital economy in promoting the upgrading of the service industry structure.Differentiated digital economy development strategies should be explored and implemented.Secondly,each local government needs to organically combine the digital economy development strategy with the improvement of government governance efficiency according to the actual situation of local government governance efficiency.Finally,the government needs to implement policy measures to fully utilize the digital economy to improve the efficiency of capital,labor,technology,and other resource factors.
