城市轨道交通运营风险主动防控平台设计与实现 被引量:7

Design and Implementation of Active Risk Prevention and Control Platform for Urban Rail Transit Operation

摘要 在分析国内城市轨道交通运营公司风险管控现状的基础上,将风险主动防控的核心理念归纳为风险辨识、风险分析、风险治理和风险监督反馈4个环节构成的闭环管理过程;根据风险主动防控理念设计风险主动防控平台,明确平台的逻辑架构、功能架构、业务流程和数据关系;采用端-边-云一体化的平台架构进行部署,并以北京市城市轨道交通路网为应用背景,证实平台的实际效果。结果表明:业务流程设计实现了标准化,可及时监督风险并向用户反馈意见,体现了“关口前移、预控安全”的闭环式风险管理理念;经过15条线路和300余座车站的试运行,前期有效辨识并录入591个风险点,推演得到风险点传播路径58条,提供风险治理预案268例,解决了城轨运营时风险数据量大、机理复杂、实时性强等问题,有效地防范了故障和事故的发生。 Based on the analysis of the current situation of the risk management and control of domestic urban rail transit operating corporations,the core concept of active risk prevention and control is summarized into a closed-loop management process composed of four links:risk identification,risk analysis,risk governance and risk supervision feedback.According to the concept of active risk prevention and control,this paper designs the risk active prevention and control platform,clarifies the logical architecture,functional architecture,business processes and data relationships within the platform.The platform is deployed using the architecture of EndSide-Cloud integration,and its practical effect is verified by taking Beijing urban rail transit network as the application background.The results show that the design of business process has been standardized,and the risks can be timely monitored and feedback to the users,reflecting the closed-loop risk management concept of“moving the pass forward and pre-controlling safety”.After the trial operation of 15 lines and more than 300stations,591 risk points are effectively identified and entered in the early stage,58 paths for risk point propagation are deduced,and 268 risk governance plans are provided.It solves the problems of large amount of risk data,complex mechanism and strong real-time performance during the operation of urban rail transit,and effectively prevents the occurrence of failures and accidents.
