摘要
宁夏是全国水资源最为匮乏的地区之一。分析了宁夏水资源开发利用存在的水资源禀赋差与未来演变形势不利并存、用水结构不优与用水效率不高并存、水资源供需矛盾突出与适配性差并存、水资源商品意识淡薄与“两手发力”动力不足并存、违法违规取用水现象与监管手段不足并存等问题。面对一定时期内存在的缺水形势,提出宁夏要坚持红线思维、底线思维、系统思维、科学思维和改革思维,统筹水资源与经济发展,切实转变人的思维,发挥水资源刚性约束作用,实现区域高质量发展。
Ningxia is one of the most water scarcity regions in China. The main problems of the region in the development and utilization of water resources are that water resources conditions are poor that combined with unfavorable and unpredictable trend;water use structure needs to be optimized and water use efficiency needs to be increased;imbalance between water supply and demand and poor adaptability;lacking of awareness on water as a goods lead to low price and inefficient use of water;illegal water abstraction is existed due to lacking of monitoring and supervision. Facing water shortage in the future, the Ningxia Autonomous Region should adhere to the red line and bottom line thinking, systematic and scientific thinking and implement reform, in order to reach integrated development of water resources and economy, change the old minds and exert role of rigid constraint of water resources, to achieve regional high-quality development.
