摘要
本文立足广西实际,着眼履行财政职能,提出通过积极筹措资金、聚焦重点领域、注重资金联动、盘活特色资源等举措,大力支持广西财政可持续发展。同时,深入剖析广西财政可持续发展面临的困境,并着重从四个方面提出新时期广西财政可持续发展的思路和举措:加强财源建设,着力夯实财力保障;补齐短板,打造特色,加快推进高质量发展;提质增效,持续提升积极财政政策效能;凝心聚力,深化预算管理制度改革。
Based on the reality of Guangxi, focusing on the performance of fiscal functions, this paper vigorously elaborats the achieved phased results of the sustainable development of Guangxi’s finance by actively raising funds, focusing on key fields, focusing on fund linkage, activating characteristic resources and other measures. At the same time, it deeply analyzes the difficulties faced by Guangxi’s fiscal sustainable development. Last, it puts forward some measures for the sustainable development of Guangxi’s finance in the new era from four aspects. These are strengthening the construction of fiscal resources and strengthening fiscal supports;making up for weaknesses, creating features, and accelerating high-quality development;improving quality and efficiency, and continuously improving the effectiveness of positive fiscal policy;and deepening the reform of the budget management system.
