摘要
在当前环境与经济双重压力的共同作用下,依靠绿色技术创新实现产业绿色转型升级成为平衡经济与环境关系的重要途径。生鲜农产品物流作为高耗能产业,需要在保证农产品新鲜的基础上实现最低能耗。通过包含非期望产出的Super-SBM模型测算2009—2020年我国30个省份生鲜农产品绿色物流效率,构建调节效应模型,探讨绿色技术创新对生鲜农产品绿色物流效率的影响及产业集聚在其中的调节效应。研究表明,我国生鲜农产品绿色物流效率整体较低,呈现出中东部高、西部低的地区差异性;绿色技术创新与生鲜农产品绿色物流效率呈“U型”非线性关系,产业集聚对生鲜农产品绿色物流效率具有正向促进作用。同时,由于产业集聚的调节作用,绿色技术创新带来的回弹效应减弱,生鲜农产品绿色物流效率得到提高。生鲜农产品物流企业应加大物流人才、绿色低碳技术及资金的投入力度。同时,政府应加快建设覆盖城乡的专业物流园区,通过物流产业的集聚与优化升级,实现充分利用“结构红利”、扩大技术创新溢出效应的目的,进一步强化绿色技术创新对生鲜农产品绿色物流效率的提升作用。
Under the joint action of both the pressure of the current environment and economy,relying on green technology innovation to realize the green transformation and upgrading of the industry has become an important way to balance the relationship between economy and environment. The fresh agricultural products logistics is an energy-intensive industry;and we should achieve the minimum energy consumption on the basis of ensuring the freshness of agricultural products. The Super-SBM model with undesired output is used to calculate the green logistics efficiency level of fresh agricultural products in 30 provinces of China from 2009 to 2020,and the regulatory effect model is constructed to explore the influence of green technology innovation on the green logistics efficiency level of fresh agricultural products and the regulatory effect of industrial agglomeration. The results show that:the green logistics efficiency level of fresh agricultural products in China is generally low,and it presents the regional difference of "high in the middle and east,and low in the west";green technology innovation has the "U-shaped" nonlinear relationship with the green logistics efficiency level of fresh agricultural products;and industrial agglomeration has a positive promoting effect on the green logistics efficiency level of fresh agricultural products. At the same time,due to the regulatory effect of industrial agglomeration,the "rebound effect" of green technology innovation is alleviated,and the efficiency level of green logistics of fresh agricultural products is improved. Therefore,the fresh agricultural products logistics enterprises should increase the investment of logistics personnel,green and low-carbon technology and capital;and the government should accelerate the construction of professional logistics parks covering urban and rural areas,and realized the purpose of making full use of "structural dividend" and expanding the "spillover effect" of technological innovation through the agglomeration,optimization,and upgrading of logistics industry to further strengthen the role of green technology innovation in improving the efficiency level of green logistics of fresh agricultural products.
