摘要
党的十八大以来,以习近平同志为核心的党中央坚持并完善党的领导制度体系,取得了历史性的伟大成就:将党的领导确定为我国的根本领导制度,将坚持和完善党的领导制度体系设定为推进国家治理现代化的第一要务,构建了横向到边、纵向到底的党的全面领导体系,强化了党的集中统一领导制度,优化了党的规范高效领导运行机制。在此过程中,形成了党的领导制度体系建设的新鲜经验,即坚持以习近平新时代中国特色社会主义思想为指导,充分发挥党的领导制度体系对国家治理体系的统领作用,围绕中心、服务大局,坚持“守正”与“创新”的有机统一、制度完善和制度遵行的一体推进。这些成就和经验,对于进一步提升党的领导制度的水平、推进社会主义现代化强国和中国特色社会主义事业的建设,必将发挥重要的作用。
Since the 18th CPC National Congress,the Party Central Committee with General Secretary Xi Jinping at its core has continued to improve the institutional construction of the Party’s leadership and secured great historical achievements:it has set the Party’s leadership as the fundamental leadership system of China,given the improvement of the Party’s leadership the first priority in modernizing the national governance system of China,established a comprehensive system whereby the Party could exercise leadership horizontally and vertically.In this process,a set of tested Chinese experience has been developed:guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,China gives full play to the Party’s leadership as an unifying factor in the national governance system,and taking into account both the institutional continuation and innovation,and also redoubles efforts to promotes the enforcement of the system.These deployments will play an important role in enhancing the level of the Party’s leadership,in building a great modern socialist country as well as in building socialism with Chinese characteristics.
