摘要
文章界定了公路工程电子档案质量管理的基本概念,明确其完整、准确、系统、规范和安全五个维度的具体质量要求,针对公路工程建设项目电子档案质量管理在主体、制度、技术三方面的制约因素提出建议,包括深化主体电子档案管理意识,加强专业人才队伍培训与引进工作,在推动相关法规标准建设的同时通过明晰多主体责任,坚持全流程统筹管理,建立联动、协作、沟通等机制以优化公路工程行业的制度建设,在技术层面推动档案管理技术发展、重视档案保管与安全防范问题。
This paper defines the basic concept of quality management of highway engineering electronic archives and clarifies the specific quality requirements in five dimensions of completeness, accuracy, systematicness, standardization and security. In view of the limiting factors of quality management of highway engineering electronic archives from the perspective of subject, institution and technology, it puts forward suggestions, including deepening the awareness of subject electronic archives management,strengthening the training and introduction of professional talents, promoting the construction of relevant regulations and standards while optimizing the institution construction of highway engineering industry by clarifying the responsibilities of multiple subjects,adhering to the integrated management of the whole process, and establishing mechanisms of linkage, collaboration and communication, facilitating the technological development of archives management and attaching importance to archives storage and security issues.
