摘要
2022年以来,陕西省水利工作坚持“两手发力”,多措并举,综合施策,明晰政府职责定位,在强化水利工作部署、重点规划编制、接续项目谋划上着重下功夫。不断完善市场机制,在扩大水利投资渠道、创新小型工程管护模式、水权试点改革、水价机制、建设市场管理上持续发力。在已有实践基础上,提出具体工作举措,为进一步推动陕西水利高质量发展提出了工作思路和建议。
Since 2022, Shaanxi Province has adhered to the requirement of giving full play to the roles of both government and market, adopted a multi-pronged and holistic approach, and made clear the government’s responsibilities in its water conservancy work. Redoubled efforts have been made in strengthening the deployment of water conservancy work, formulating plans for key projects, and identifying successor projects. In addition to the improvement of its market mechanism, Shaanxi Province has continued its efforts to expand channel for water conservancy investment, innovate the management and maintenance model for small water conservancy projects, carry out the water rights pilot reform, put in place water price mechanism, and enhance construction market management. Based on existing practices, Shaanxi Province puts forward concrete work initiatives, providing ideas and suggestions to further promote high-quality development of water conservancy.
