我国废旧动力电池回收利用的发展现状、存在问题及对策建议 被引量:26

摘要 在绿色发展背景下,废旧动力电池回收利用可有效缓解资源和环境压力,具备经济和社会双重效益。当前,我国新能源汽车动力电池已进入规模化退役期,产业化规范化回收利用迫在眉睫。但该行业仍面临政策标准支撑不足、产业化技术和工艺待突破、行业秩序混乱等问题。为进一步推动我国动力电池回收利用,在借鉴发达国家经验基础上,建议加快推动法律法规制定,持续完善国家标准体系;同时,加大关键技术装备研发力度,提升回收利用水平;要加强行业监管及执法,营造良性市场竞争环境,多措并举推动行业健康可持续发展。 With the background of green development,the recycling and utilization of waste power batteries can effectively relieve the pressure on resources and environment,which has both economic and social benefits.At present,the power battery of China′s new energy vehicles has entered a large-scale decommissioning period,and it is urgent to industrialize and standardize the recycling.However,the industry still faces problems such as insufficient policy and standard support,technologies and process need to be broken and the industrial disorder.In order to further promote the recycling and utilization,based on the experience of developed countries,it is suggested to accelerate the formulation of laws and regulations and continuously improve the national standard system;At the same time,increase the research and development of key technologies and equipment,so as to improve the recycling capacity;We should strengthen industry supervision and law enforcement to create a benign market competition environment,and take multiple measures to promote the healthy and sustainable development of the industry.
