摘要
加快建设全国统一大市场,是深化改革和推进构建双循环新发展格局的实施重点。本文讨论了构建统一大市场是经济机制还是治理机制等问题,基于地方政府积极性和约束力视角关注如何通过制定统一有效的规则以推进全国统一大市场建设。构建全国统一大市场,关键在于中央政府的顶层设计,并落脚于地方政府行政管理体制的深化改革;地方应摒弃有悖于全国统一大市场构建的“优惠政策”顽疾,共同遵循统一市场规则,夯实构建统一市场的基础。坚持全国一盘棋,以统一的法规制度的市场体系建设为核心,减少竞争中的政策壁垒;加强市场规范标准体系建设,让法规能够得到贯彻落地;以打通全国要素统一大市场体系和重点产业为突破口,提高要素的配置效率;以各类市场主体公平参与全国市场竞争为基准,确立竞争政策的基础性地位。
Accelerating the establishment of a unified domestic market is the implementation emphasis of deepening reform and promoting the new economic development paradigm of dual circulation.This paper discusses whether the establishment of a unified national market is an economic mechanism or a governance mechanism. Based on the initiative and binding force of the local government, this paper focuses on how to promote the establishment of a unified national market through unified and effective rules.The core issue is the top-level design of the central government and the deepening reform of local governments administration.It is necessary for local government to abandon the pursuit of“preferential policies”which is the obstacles of a unified national market construction, to consolidate the foundations for the establishment and jointly follow the unified market rules. Therefore, Local government should adhere to coordinate resources across the nation, take the unified laws and regulations as the core in competition to reduce policy barriers;Strengthen the market norms and standards to make laws and regulations be implemented;Improve the allocation efficiency of factors by opening up the unified market system of national factors and key industries;Establish the basic position of competition policies on the basis of fair participation of various market entities in the national market competition.
