摘要
本文从可持续发展目标(SDGs)制定的背景出发,梳理了联合国可持续发展目标由MDGs转变到SDGs的过程,列举了新时期中国为全球可持续发展贡献的中国智慧和中国方案,最后深入探讨了SDGs对我国土地可持续利用的影响及重塑作用。首先,在SDGs的影响下,我国土地可持续利用的内涵需要进一步凝练和提升。过去的土地可持续利用内涵强调通过合理利用土地以获得更多经济收益,而现今需要在概念界定层面上体现土地兼具的自然属性和社会经济属性以及土地的复合功能包括抵御灾害、保证民生的功能;其次,需要在“山水湖林田草沙”生命共同体和生态文明建设思想的引领下加强国土空间规划,建立起人地耦合的土地可持续利用系统,实现系统内部各资源的有机循环及和谐统一;随后,土地可持续利用的目标设计需要紧扣SDGs的各项目标,兼顾经济、社会及生态环境发展,形成具有科学性、可操作性的土地可持续指标体系;最后,SDGs要求我国加强土地可持续利用的执行力度,丰富执行手段,加大土地科技创新的投入,重视全球伙伴关系,推动土地在可持续利用过程中多元主体协同治理。
Starting from the circumstances of Sustainable Development Goals(SDGs)this paper illustrates the process of change from Millennium Development Goals(MDGs)to SDGs,lists the new era’s China’s contributions to sustainable development in terms of wisdom and programs,and finally explores in depth the effect and reshaping role of SDGs on China’s sustainable land use.First,under the influence of SDGs our sustainable land use should have a striking improvement in the aspects of quality restructuring and lifting.Land used to display more economic benefits through rational use whereas now it is supposed to have both natural and social attributes and display comprehensive functions such as disaster lessening and livelihood safeguarding.Second,while China is implementing a benign integrated ecological project covering mountains,waters,forests,fields,grass and sands the land use should be well planned and the sustainable use system between man and land should be set up so as to realize the organic circulation and harmonious unity of resources within the system.Third,the design of sustainable land use goal must be closely related to the goals of SDGs,integrating economic,social and ecological development,forming a scientific and workable sustainable land indicator system.Finally,we should strengthen the enforcement of sustainable land use,increase the inputs of scientific innovation for land use,emphasize global partnership,and promote the multi-subject coordinated governance in the process of sustainable land use.
