摘要
所谓袁克定1913年赴德期间德皇威廉二世赐宴并密告“中国非君主不治”,实际上是在1915年袁世凯父子酝酿恢复帝制之初才隐约出现的一个故事。在以后流传过程中,不断有“情节”被添加进故事中,于是这个故事就好像真的发生过一样,被不少人视为洪宪帝制发生的重要诱因。而事实上,袁克定在柏林并没有见到德皇,根本不存在德皇密宴袁克定之事,也无切实证据表明德国政府支持袁氏父子复辟帝制。虚构故事的出现不过是袁克定和杨度等君宪党人鉴于“一战”初期德意志帝国在欧洲强势崛起,试图假借威廉二世这个强人之口,为袁氏恢复帝制制造根据而已。
The story that Yuan Ko-ting was given a banquet by Kaiser Wilhelm II during his trip to Germany in 1913 and told him that“China will not be ruled without a king”is actually a story that vaguely emerged at the beginning of Yuan Shikai and his son’s plan to restore the monarchy in 1915.During its circulation,more and more“episodes”were added to the story,and the story was seen by many as an important trigger for the restoration of Hung Hsien Monarchy,as if it had actually happened.In fact,Yuan Ko-ting did not meet the Kaiser in Berlin,there was no Kaiser’s secret reception for him,and there is no concrete evidence that the German government supported the restoration of the empire by Yuan Shikai and his sons.The fictional story is just a basis for Yuan Ko-ting and Yang Du and other members of the party of constitutional monarchy to try to restore Yuan’s empire under the pretext of the strongman Kaiser William II,in view of the strong rise of the German Empire in Europe at the beginning of World War I.
