摘要
职业教育学分银行是学分银行的一种主要类型,以有职业教育和培训等职业发展需要的人为服务对象,解决相关学习成果的认定、储存、积累、提取、转换等一系列问题。推进职业教育学分银行建设,对培养创新性个性化人才、促进职业教育现代化发展、构建终身学习教育体系具有重要意义。我国职业教育学分银行建设历经近二十年,基本形成了较为系统化、标准化的学分银行体系,但是依然存在顶层设计不够完善、统一管理难以实现、认定标准设计不足、服务能力仍然有限等现实困境。推进职业教育学分银行建设,需要加强法律法规保障,强化顶层制度设计;建设系统合作机制,构建统一组织框架;完善学分认定标准设计,优化学习成果认定框架;深化技术创新,依托信息平台,提高服务能力。
Vocational educational credit bank is a major type of credit bank. It serves people with needs of career development like vocational education and training, and solves a series of problems such as identification, storage, accumulation, extraction, and conversion of relevant learning outcomes. Promoting the construction of vocational educational credit bank is of great significance to cultivating innovative and personalized talents, promoting the modernization of vocational education, and building a lifelong learning education system. In nearly 20 years of construction of vocational education credit bank in China, a relatively systematic and standardized credit bank system has been formed. However, there are still practical difficulties such as inadequate top-level design, difficulty in achieving unified management, insufficient design of accreditation standards, and limited capabilities of service. To promote the construction of a vocational educational credit bank, it is necessary to strengthen the protection of laws and regulations, and strengthen the top-level system design;build a systematic cooperation mechanism and build a unified organizational framework;improve the design of credit accreditation standards and optimize the learning achievement recognition framework;deepen technology innovation and rely on information platform to improve service capabilities.
