摘要
建设高质量农业综合服务平台有助于为科技特派员服务乡村创造条件,是提高农技推广服务质量,加速农业农村现代化的重要支撑。文章以山东省“一站式”农技综合服务平台“农科驿站”为研究对象,采用案例研究的方式,对其运行主体、运行逻辑以及存在的问题进行了深入剖析,结果表明:当前备案在册的农科驿站主要是由涉农企业、农民专业合作社、家庭农场和专业技术服务机构四类运营主体牵头组建;运行机理表现为内部“科技创新—技术扩散—产业深化”的闭环式运行,外部“政府—专家—农户—市场”四位一体推拉结合式运行;实践运行存在建设不合标准、服务效果不明显、后续技术资源对接能力相对较弱等问题。未来应在进一步完善科技特派员制度和平台管理制度的前提下,突出政府的支持作用,并通过利益联结机制集聚各方优秀人才,实现服务平台的高效发展与有序运行。
Building a high-quality agricultural comprehensive service platform can create conditions for agricultural sci-tech specialists to serve the countryside,improve the quality of agricultural technology extension services and accelerate agricultural and rural modernization.Taking the“one-stop”agricultural technology comprehensive service platform,the“Agricultural Sci-tech Assistant Station”in Shandong Province as the research object,this paper adopts the method of case study to deeply analyze its operation subject,operation logic and existing problems.It is found that the currently registered Agricultural sci-tech Assistant stations mainly involve four subjects,namely agricultural enterprises,farmers’professional cooperatives,family farms and special technology service institutions.The operation mechanism can be defined as an internal loop of“sci-tech innovation-technological spreading-industrial deepening”and an external interplay of“governments-specialists-farmers-markets”.In practice,there are some problems,such as non-standard construction,poor service effect,and relatively weak connection ability of follow-up technical resources.The article proposes to further improve the agricultural Sci-tech specialist system and its management system,highlight the supportive roles of the government,and gather outstanding talents through the incentive mechanism to achieve the efficient and orderly development of the service platform.
