摘要
本文针对我国高速铁路建设引入铁路枢纽的线路选线缺乏系统研究和总结的问题,开展了相关研究。在深入分析高速铁路引入铁路枢纽线路沿线的利益群体诉求及不利后果基础上,提出高速铁路引入铁路枢纽的城市选线要“走得通、走得稳、走得好、走得省”的内在要求,及按规划规则选线、顺应民意选线、工程代价选线的原则,总结了高速铁路引入枢纽城市规划走廊选线、社会稳定选线、运营选线及工程选线四大城市选线理念和实施技术路线。最后以新建南宁至凭祥高速铁路引入南宁枢纽为例,对本文提出的选线理念和技术路线进行阐释。本文提出的高速铁路引入铁路枢纽线路选线利益群体分析、选线理念、技术路线及其研究方法,可为类似铁路选线提供借鉴。
In view of the lack of systematic research and summary on the route selection for introducing high-speed railways into railway hubs in China,we carried out research in this aspect.On the basis of an in-depth analysis of the demands of interest groups along the high-speed railways that may be introduced into railway hubs and the adverse consequences of doing so,we proposed that the urban route selection for introducing high-speed railways into the railway hubs should meet the requirement that the route should be feasible,stable,proper and economical,and the route should be selected according to railway planning rules,based on public opinions and at reasonable engineering cost.For introducing high-speed railways into railway hubs,we summarized four urban route selection rules,i.e.route selection according to urban planning corridor,operation,engineering and for social stability,as well as the implementation technical routes.Finally,taking the introduction of the new Nanning-Pingxiang High-speed Railway into Nanning railway hub as an example,we explain the route selection rules and technical routes proposed in this paper.The interest group analysis,route selection rules,technical routes and research methods of route selection for introducing high-speed railway into railway hubs proposed in this paper can provide reference for similar railway route selection.
