The New Practice of Common Prosperity in the Yangtze River Delta:The Impact of the Construction of the Cross-Border E-Commerce Comprehensive Pilot Zone on the Urban-Rural Income Gap

摘要实现共同富裕需要进一步深化改革和政策创新。长三角地区产业集群水平、数字经济活力和出口开放程度均位于我国前列,跨境电子商务综试区建设如火如荼,为长三角城乡协调发展提供新的思路和实践经验。城乡收入差距是分析城乡共同富裕的重要视角,本文基于长三角2011—2020年41个地级市面板数据的多期双重差分回归结果发现:(1)跨境电商综试区建设显著缩小了城乡收入差距,经过一系列稳健性检验后结论仍然成立。(2)跨境电商创业活力和生产性服务业的集聚是跨境电商综合试验区影响城乡收入差距缩小的重要作用机制。(3)相较于后批获准建设城市,前两批城市跨境电商综试区建设对城乡收入差距的缩小影响更加明显;相较于普通城市,副省级城市和直辖市的跨境电商综试区建设对城乡收入差距的缩小影响更加明显。因此,政府应加强跨境电商综试区发展的规划,加快农村地区跨境电商产业的发展,促进跨境电商企业的培育和生产性服务业的集聚,促进跨境电商与城乡协调发展,实现城乡共同富裕。 Achieving common prosperity requires further deepening of reforms and policy adjustments.The degree of industrial clustering,the vitality of the digital economy and the degree of export openness in the Yangtze River Delta region are at the forefront of China.The construction of the cross-border e-commerce comprehensive pilot zone is in full swing,providing new ideas and practical experience for the coordinated development of urban and rural areas in the Yangtze River Delta.The urban-rural income gap is an important perspective to analyze the common prosperity of urban and rural areas.Based on the multi-period double difference regression results of panel data of 41 prefecture-level cities in the Yangtze River Delta from 2011 to 2020,this paper finds that:(1)The construction of cross-border e-commerce comprehensive test areas has significantly reduced the urban-rural income gap and still valid after a series of robustness tests.(2)The entrepreneurial vitality of cross-border e-commerce and the agglomeration of producer services are important mechanisms for the cross-border e-commerce comprehensive pilot zone to affect the urban-rural income gap.(3)Compared with the later approved cities,the construction of cross-border e-commerce comprehensive pilot zones in the first two batches of cities has a more obvious impact on the reduction of the urban-rural income gap;the construction of the comprehensive e-commerce pilot area has a more obvious impact on the reduction of the urban-rural income gap.The government should strengthen the planning for the development of the cross-border e-commerce comprehensive pilot area,accelerate the development of the cross-border e-commerce industry in rural areas,promote the cultivation of cross-border e-commerce enterprises and the agglomeration of productive service industries,and promote the coordinated development of cross-border e-commerce and urban and rural areas,to achieve common prosperity in urban and rural areas.
