摘要
以湖南省14个地级市(州)为研究对象,基于熵权法从环境、资源、经济、社会四个方面构建土地资源可持续利用综合评价模型,借助地理信息系统空间分析方法和地理探测器方法探究湖南省土地资源可持续利用的时空差异特征及驱动因子.结果表明:2009—2019年间湖南省土地资源可持续利用综合指数不断上升,土地可持续利用是正态的、可持续的,土地利用方式趋于合理;土地资源可持续利用具有空间差异性,大体为由东向西呈阶梯递减,可持续性水平较高的地区主要分布在长株潭城市群及环洞庭湖区,可持续性水平较弱的地区主要分布在湘中南地区和大湘西地区;湖南省土地资源可持续利用,受社会化水平、环境条件和经济发展水平影响较大,资源因素影响最弱,其中耕地年减少率、绿化覆盖面积、人均GDP、城市化水平、高等学校毕业生人数和相关土地政策是土地资源可持续利用均衡高质量发展的主要驱动因子.针对现存情况,湖南省应制定“因城施策、分类指导”的土地政策,并在提升人口素质、优化人才培养的基础上,推进生态文明建设与社会经济建设互惠发展,以实现土地资源生态效益和经济效益的双赢.
Taking 14 prefecture-level cities(prefectures)in Hunan Province as the research objects,based on the entropy weight method,from the 4 perspectives of environment,resource,economy,society,a comprehensive evaluation model of sustainable utilization of land resources was constructed,with the help of geographic information system spatial analysis method and geographic detector method,to explore the spatial and temporal differences of sustainable land use in Hunan Province and to find out about the driving factors.The results showed that the comprehensive index of sustainable land use in Hunan Province increased from 2009 to 2019.The sustainable land use was normal and sustainable,and the land use pattern tended to be reasonable.The sustainable use of land resources has spatial differences,decreasing gradually from east to west in space;the areas with high sustainability level are mainly distributed in Changsha-Zhuzhou-Xiangtan urban agglomeration and Dongting Lake area,while the areas with low sustainability level are mainly distributed in central and southern Hunan and Xiangxi area;The sustainable use of land resources in Hunan Province is greatly affected by the level of socialization,environmental conditions and economic development,of which the impact of resource factors is the weakest,with the annual decline rate of cultivated land,green coverage rate,per capita GDP,urbanization level and the number of college graduates and relevant land policies becoming the main driving factors for the balanced and high-quality sustainable development of land resources;In view of the existing situation,Hunan Province should implement a"one city,one policy"and"classification-based guidance",and promote the"reciprocal"development of ecological civilization construction and social and economic construction on the basis of improving the quality of population and optimizing the training of talents,so as to realize the"win-win"of ecological and economic benefits of land resources.
