摘要
医院作为社会建立的公共服务行业,其设立宗旨为治病救人,但公立医院医院作为经济体同样存在经营特点,即在坚持公益性的前提下,助力实现运营管理社会效益和经济效益相统一,为群众健康利益持续提供服务。公立医院最初由政府拨款建立运行开始向自给自足方向转变,且药品耗材加成政策取消之后,医院运营管理面临着比较大的挑战,而运营管理中重要的工具之一,绩效管理工作也开始转向新型管理模式,且被医院和管理人员所重视,开始积极探究一系列精细化绩效管理措施,旨在帮助医院完成高效率运营,推动可持续性发展。
As a public service industry established by society,hospitals are established for the purpose of curing diseases and saving people.However,as an economy,public hospitals also have operational characteristics,that is,on the premise of adhering to the premise of public welfare,they help to achieve the unification of social and economic benefits of operation and management,and continue to provide services for the health and interests of the masses.Public hospitals were initially established and operated with government funding and began to transform into self-sufficiency.After the addition of drug and consumables policy was cancelled,hospital operation and management faced greater challenges.As one of the important tools in operation management,performance management work has also begun to shift to a new management model,and has been valued by hospitals and managers,and has begun to actively explore a series of refined performance management measures,aiming to help hospitals complete efficient operations and promote sustainable development.
