摘要
随着国家对新能源汽车产业支持力度不断加大,大量新能源汽车投入市场,新能源汽车产业带来的环境风险也引起了社会关注,尤其是废旧动力电池回收处理过程中产生的环境影响成为是否制约行业发展的关键。通过梳理广东省新能源汽车产业发展概况、废旧动力电池回收环境风险、现行废旧动力电池环境管理要求,并通过2018—2020年废旧动力电池拆解量预测“十四五”拆解量与废旧动力电池产生量,从健全废旧动力电池循环体系、优化污染治理及回收标准、强化产污环节精准管控、完善多部门联合监督管理机制等方面提出新能源汽车废旧动力电池环境风险防控的有关建议。
A significant number of new energy vehicles have been introduced to the market as support for the industry grows on a national level.Social anxiety has been sparked by the environmental concerns that the new energy car industry poses.Among these,the environmental impact caused by the recycling and treatment of spent power batteries has emerged as a crucial factor in the industry s development.This paper summarizes the development situation of the new energy vehicle industry in Guangdong Province,the environmental risks of waste power battery recycling,and the current environmental management requirements of waste power battery.It predicts the dismantling volume of waste power battery during the“14th Five-Year Plan”period from 2018 to 2020,and calculates the production volume of waste power battery during the“14th Five-Year Plan”period.Suggestions on environmental management were put forward from the aspects of improving the recycling system of waste power batteries,optimizing pollution control and recycling standards,strengthening the precise control and control of pollution production links,and improving the multi-department joint supervision and management mechanism.
