摘要
针对突发事件发生后灾民会产生共情心理,并自发地出现利他行为的现实问题,构建考虑灾民利他行为和后悔理论的应急物资分配与运输多目标优化模型,以从灾民视角实现物资分配与运输过程的优化,首先,考虑灾区物资紧缺的现实情况及灾民间邻里互助的行为条件,在应急物资分配过程中最小化物资分配的未满足量;然后,在应急物资运输过程中,运用后悔理论得到感知效用函数并最小化运输成本;最后,利用第二代非支配排序算法结合实际案例分析。结果表明:该优化模型考虑到灾民的利他行为,将应急物资给更需要的人,有助于提高物资利用率,并缓解了灾区压力,使物资分配更合理。
In view of the realistic problem that the victims had empathy and altruistic behavior spontaneously after emergencies,a multi-objective optimization model of emergency material distribution and transportation considering the altruistic behavior of victims and regret theory was constructed to optimize the distribution and transportation process of materials from the perspective of victims.Firstly,considering the reality of material shortage in the disaster area and the behavior conditions of the victims'neighborhood mutual assistance,the unmet amount of material distribution was minimized in the process of emergency materials distribution.Secondly,in the process of emergency material transportation,the perceived utility function was obtained by using the regret theory and the transportation cost is minimized..Finally,NSGA-II algorithm was used to analyze the actual case.The results show that the optimization model takes into account the altruistic behavior of the victims and gives emergency supplies to more need people,which helps to improve the utilization rate of supplies,alleviate the pressure of the disaster area and make the distribution of supplies more reasonable.
