摘要
浙江省对水利基础设施建设高度重视,坚持政府与市场两手发力,积极探索水利建设多元化投入的方式。文章分析了浙江省水利投融资发展现状,研究了目前水利投融资面临的问题,着重分析了专项债券、REITs和金融机构信贷等3方面的支持政策和实施难点,并从政府、市场和水利项目挖潜等多个角度提出了深化水利投融资机制的对策建议,为扎实推进水利高质量发展提供参考。
Zhejiang province attaches great importance to the constructions of water conservancy infrastructure,strives to unleash the roles of the government and the market,and actively explores the ways of diversifying investment in water conservancy construction.This paper analyzes the current situation and the problems of water conservancy investment and financing in Zhejiang Province,analyzes the supporting policies and difficulties in implementation including special bonds,REITs and financial institutions credit.Then it puts forward recommendations and measures on deepening water conservancy investment and financing from the perspectives of the government,the market and tapping the potential of water conservancy projects,so as to provide reference for the high-quality development of water conservancy.
