摘要
随着新一轮生态环境管理体制改革的深入开展,排污许可制度和现有环境政策的衔接也成为当今生态环境保护工作的重点内容,同时,国家也确定了排污许可制度在固定污染源生态环境管理体系中的核心地位。对此,文章主要对排污许可制度及污染物排放总量控制制度的由来和发展现状进行了分析,并对两种制度的有效衔接方法进行了探讨。
With the in-depth development of the new round of ecological environment management system reform,the connection between the pollutant discharge permit system and the existing environmental policy has also become the focus of the current ecological environment protection work.At the same time,the national level has also determined the core position of the pollutant discharge permit system in the ecological environment management system of f ixed pollution sources.In this regard,this paper mainly analyzes the origin and development status of the pollutant discharge permit system and the total pollutant emission control system,and discusses the effective connection method of the two systems.
