摘要
针对2021年底上海市政府提出的易积水小区3年行动计划中列出的66个易积水小区,文中从小区所在区域的排水模式、内部管网完善性、外部管网保障能力以及排放水体水位受控性等几个方面入手,分析这些小区易发生积水的成因,并提出针对性改造措施。研究结果表明,非管网原因导致易积水的小区约占37.9%;与管网相关的原因可分为3类,一是所处排水系统标准偏低约占31.8%,二是外配套管道设施不完善约占24.2%,三是小区内部管道设施老化或养护不善约占6.1%。根据积水成因,针对性措施包括竖向高程控制、排水系统提标、外配套管道设施完善以及小区内部管网改造等,预计可有效消除易积水小区标准内的积水风险。
Aiming at 66 residential districts listed in the three-year action plan proposed by the Shanghai Municipal Government at the end of 2021, this paper analyzed the reasons for inundation from several aspects, such as the drainage mode, the perfection of the internal pipe network, the guarantee ability of the external pipe network and the acceptance ability of the discharged water. The results showed the proportion of residential districts due to non-network reasons was 37.9%. The reasons related to the pipe network could be divided into three categories, including the low standard of drainage system, the imperfect of supporting pipe network, the aging or the poor maintenance of the pipeline facilities in the residential district, the proportion was 31.8%, 24.2% and 6.1%. Based on the above analysis, targeted measures was formulated, including the vertical elevation control, drainage system elevation, drainage capacity improvement and internal pipe network transformation, etc. These measures are expected to eliminated the risk of water accumulation in the standard of residential districts effectively.
