海上风电总承包项目设备交付精细化管理研究 被引量:4

Study on Lean Management of Equipment Delivery in Offshore Wind Power EPC Project

摘要 海上风电项目主要采用海上大型船机进行施工,船机费用高,施工成本受风机、塔筒及风机基础等设备交付影响大,因此,海上风电项目对设备交付的及时性、连续性和可控性提出了较高要求。基于多个以总承包模式建设的海上风电项目设备交付管理的执行经验及调研,总结海上风电总承包项目设备交付精细化管理需要采取的组织措施、管理措施和技术措施,提出海上风电项目设备交付管理过程中需要注意的重点问题。研究认为,海上风电总承包项目精细化交付管理对总承包项目进度控制、成本节约、质量提升、专业化建设具有重要意义。 Offshore wind power project adopts expensive offshore large-scale ship machine for construction,and the construction cost is greatly affected by the equipment delivery such as wind turbines,towers and wind turbine foundations.In the offshore wind power project,the timeliness,continuity and controllability of equipment delivery put forward higher requirements.The study is based on the implementation experience and research of equipment delivery management of multiple offshore wind power EPC(engineering procurement construction)projects.The organizational measure,management measure and technique measure which need to be taken for the delicacy management of equipment of offshore wind power EPC projects are summarized,and the key issues which need to be paid attention to in the process of equipment delivery management of offshore wind power projects are proposed.The study suggests that the delivery management of offshore wind power EPC projects has great significance to the progress control,cost saving,quality improving and professional construction of EPC projects.The research results have certain reference significance for the equipment delivery management of other offshore wind power projects.
