摘要
新增建设用地规模分解是落实国土空间规划刚性约束和空间资源优化配置的重要抓手,同时也是落实主体功能区规划的重要手段。本文以广东省新增建设用地规模分解为例,系统梳理分析广东主体功能区规划实践,从发展趋势、用地效率、潜力需求、主体功能和基本保障5个维度,构建基于主体功能区的新增建设用地规模分解指标体系,分别运用层次分析法、分类修正法确定指标权重和系数,并通过分解结果与主体功能区、区域发展格局的比对校验,验证了分解方法的合理性。最后提出结合主体功能定位、落实区域发展格局,以及综合考虑各类因素的政策建议,为其他地区统筹优化配置建设用地资源提供创新思路。
The scale decomposition of newly added construction land is an important starting point for implementing national land space planning and for optimizing the allocation of space resources.It is also an important means for implementing the main functional areas planning.Taking the scale decomposition of newly added construction land in Guangdong Province as an example,this paper systematically analyzes the planning practice of main functional areas in Guangdong.The construction land scale decomposition index system uses analytic hierarchy process and classification correction method to determine the index weights and coefficients.The decomposition method is verified by comparing the decomposition results with the main functional areas and regional development patterns.Finally,the paper offers policy suggestions about main function orientation,regional development pattern and comprehensive factors,which can provide innovative ideas for other regions to coordinate and optimize the allocation of construction land resources.
