摘要
以安徽省池州市为例,剖析了生态资源开发“堵”点,凝炼了组织运行机制、产权明晰机制、调查监测与评估机制、政府主导与市场参与的开发机制、法律保障与纠纷调解机制、宣传机制。研发结果,可为生态资源主导区生态资源产业化道路提供借鉴。
Taking Chizhou City,Anhui Province as an example,this paper analyzed the“blocking”points of ecological resource development,and condensed the organizational operation mechanism,property rights clear mechanism,investigation,monitoring and evaluation mechanism,government-led and market-involved development mechanism,legal guarantee and dispute mediation mechanism,publicity mechanism.The research and development results could provide reference for the industrialization of ecological resources in the ecological resources-dominated areas.
