高考综合改革实施效果、多元冲突及其应对策略 被引量:16

The Implementation Effect,Controversy and Countermeasures of Comprehensive Reform of College Entrance Examination

摘要 我国启动高考综合改革以来,在考试科目、考试方式、招生录取方式等方面的改革措施逐步完善,初步达成政策目标。后续省份借鉴试点省份经验,调整改革方案,保障了高考综合改革在全国范围的稳妥推进,也促进了教育治理能力的现代化。高考综合改革实施过程中也产生了一些新情况、新问题,突出表现为改革政策目标与现实基础的冲突、个体理性与群体理性的冲突、利益相关群体多元诉求的冲突以及高考改革的效率、科学与公平价值导向的冲突等。随着高考综合改革在全国范围内的实施,教育系统内外部改革难度的增加,稳妥推进高考改革依然任重而道远。 Since China started the comprehensive reform of college entrance examination,the reform measures in examination subjects,examination methods and enrollment methods have been gradually improved,and the policy objectives have been preliminarily achieved.The subsequent provinces learned from the experience of the pilot provinces,timely adjusted the reform plan,and ensured the steady promotion of the comprehensive reform of the college entrance examination across the country,and promoted the modernization of educational governance ability.During the implementation of the comprehensive reform of the college entrance examination,some new situations and problems have also emerged,which are prominently reflected in the conflict between the reform policy objectives and the realistic foundation,individual rationality and group rationality,the diversified demands of interest related groups,and the value orientation of science,fairness and efficiency of the college entrance examination reform.With the promotion of the comprehensive reform of the college entrance examination across the country and the increasing difficulty of the internal and external reform of the education system,there is still a long way to go to steadily promote the reform of the college entrance examination.
