摘要
对新冠疫情期间医疗机构进行卫生健康国际交流合作的情况进行梳理和分析,总结了新冠疫情期间卫生健康国际交流合作的必要性、面临的挑战,认为卫生健康国际交流合作有助于建立新冠疫情全球防线,加速卫生科研攻关,推动构建人类卫生健康共同体,卫生健康国际交流合作也面临着全球化速度放缓、国际交流信任危机、疫情阻隔造成人员交流中断等挑战。笔者结合南京市某医疗机构疫情期间开展卫生健康国际交流合作的实践提出建议,认为医疗机构应着眼全局,服务国家总体外交大局;坚持底线思维,建立健全外事风险防控协同机制;深化拓展,建立全方位、多层次、宽领域全球卫生健康合作布局;以信息化为基础,探索线上国际交流合作新路径;推进精细化管理,提升外事管理人员职业素养等。
This article reviews the international health exchanges and cooperation conducted by medical institutions under the background of COVID-19,summarizes its necessity and challenges.It is concluded that international health exchanges and cooperation will be beneficial in building a common global defense for COVID-19 pandemic,speeding up research on health sciences,and building a community of common health for mankind while facing challenges including the de-globalization,loss of trust in international exchanges,and the interruption of personnel exchanges.On the basis of the practice of a certain medical institution in Nanjing,it is suggested that medical institutions should adhere to the country’s diplomacy,establish a sound coordination mechanism for foreign affairs risk prevention and control,establish an all-dimensional multi-tiered and wide-ranging global health cooperation layout,explore new paths for online international exchanges and cooperation and improve the professionalism of foreign affairs staff.
