摘要
移交接收是档案馆对档案资源进行有效管护的开端,对档案工作整体具有重要影响,但我国档案移交接收过程中仍存在诸多障碍。鉴于此,本文对英国国家档案馆档案移交接收相关政策进行分析,发现其要点在于限制特殊档案进馆,实行分布式保管,移交接收流程清晰规范,通过敏感性审查明确后期档案开放权责,以及利用自动化手段满足电子档案规范性要求。我国可借鉴的方面包括对进馆范围进行审慎研判与论证,理顺综合档案馆与专业(门)档案馆关系,保证前端开放审核的有效嵌入,优化电子档案移交流程,以及优选格式标准,供给权威可靠工具。
Transfer and accession is the beginning of effective curation of archival resources,which puts vital impact on the archival work.However,there are still many obstacles in this process in China.In view of which,this article analyzed relative policies in The National Archive of UK,and found that the main point is to limit the accession of special archive,adopt distributed storage,form a clear process,clarify the rights and responsibilities of archive disclosure by sensitivity review,and use automatic means to meet the normative requirements of digital archive.The lessons that China can draw from the policies include the careful evaluation and demonstration of the scope of accession,iron out the relationship between the comprehensive Archives and the professional Archives,ensure effective embedding of the disclosure review,optimize the electronic Archives transfer process,and prefer formats and standards,and provide authoritative and reliable tools.
