The Present Situation and Prospect of Chinese Language Education in New Zealand

摘要 新西兰是中文快速传播的西方发达国家典型。以区域国别化中文教育的研究视角,系统地梳理新西兰中文教育发展状况,分析影响因素和发展中面临的挑战,并提出对策性思考。新西兰中文教育纳入国民教育体系早,孔子学院发挥出良好的平台作用和辐射效应,中文学习者呈“低龄化”趋势;中国和新西兰两国经贸驱动、共同投入、多元文化社会助推是新西兰中文教育快速发展的动因。而外语政策的缺失、中文教育在国民教育体系中的延续性较弱,高年级生源流失现象较严重、中文师资和课程大纲的本土化建设不足、疫情和孔子学院转隶对其中文教育生态环境产生较大影响。基于此,提出促进其可持续发展对策,应继续发挥新西兰的主导作用和中国的支持作用,形成发展合力;提升中文在国民教育体系中的地位,拓展中文教育的广度深度;支持孔子学院等现有的中文教育和传播机制,充分发挥品牌项目的影响力;夯实中文相关标准的本土化建设,培育本土中文师资力量。 New Zealand is a typical western developed country with rapid spread of its Chinese language education.From the perspective of regional country-specific Chinese language education, this paper systematically analyzes the development status of Chinese language education in New Zealand, analyzes the influencing factors and challenges in the development, and proposes thoughts on countermeasures.Chinese language education in New Zealand has incorporated into the national education system in early times, and the Confucius Institutes do play their role as a good platform and make radiation effect. Chinese language learners show a trend of "low age". The rapid development is indeed driven by economy and trade, and the joint investment between New Zealand and China, and the propelling force of a multicultural society. Distinctive problems in the development include following aspects: lack of foreign language policies;weak continuity of Chinese language education in the national education system, which results in loss of students in higher grades;localization construction of Chinese language teachers and curriculum syllabus is insufficient;adverse effects of the covid-19 pandemic and the reform of Confucius Institutes. Based on the research results, we propose countermeasures to promote its sustainable development, and we should continue New Zealand’s leading role and China’s supporting role so as to form up development joint forces.We should: enhance the status of Chinese in the national education system, and expand the scale and depth of Chinese education;support the existing Chinese education and communication mechanism such as the Confucius Institutes, and give full play to the brand and projects’ influence;strengthen the localization construction of the Chinese language related standards, and cultivate the local Chinese language teachers.
