摘要
自2019版《固定污染源排污许可管理名录》发布以来至2021年11月30日,根据全国排污许可证管理信息平台登记信息查询,已有288万家企业属于登记管理,远大于35万家发放排污许可证的企业,登记管理类企业数量庞大,行业众杂,虽然单个企业排污量小,但一个集中工业园的综合量就不容小觑,所以对于登记管理企业的环境管理也不容忽视。近两年来,从国家到地方都在帮扶、检查企业达标排放及“按证排污”情况,但针对登记管理企业的环境管理往往没有明确的要求,造成主管部门的监管难、企业做好环境管理工作难。本文根据相关法律法规要求对排污单位如何做好环境管理工作进行了相应地总结和建言。
Since the release of the 2019 edition of the“Management List of Emission Permits for Stationary Pollution Sources”to November 30,2021,according to the National Emission Permit Management Information Platform registration information query has been 2.88 million enterprises belong to the registered management,much larger than 350,000 enterprises issued with emission permits,the number of registered management category of enterprises is huge,a variety of industries,although the volume of emissions of individual enterprises is small,but a centralized industrial park Therefore,the environmental management of registered enterprises should not be ignored.In the past two years,from the national to local level,we have been helping and checking enterprises to meet the emission standards and“discharge according to the certificate”,but there are often no clear requirements for the environmental management of registered enterprises,which makes it difficult for the competent authorities to supervise and manage the environmental management of enterprises.In this paper,we summarise and advise on how to do a good job in environmental management in accordance with the relevant laws and regulations.
