摘要
梳理国际电信联盟、空间数据系统咨询委员会、国际标准化组织和空间频率协调组等政府间或非政府间国际组织的有关职能,在全面系统整理空间站及其频率轨道使用国际规则的基础上,采用文献分析法和描述性研究法对国际空间站和中国载人航天器已登记在国际电信联盟的网络资料情况进行了分析;开展了有关空间站频率使用主要规则约束的研究;提出了中国空间站未来频率轨道国际协调的意见建议。
Based on a comprehensive review of the international regulations for the use of Space Stations and related resources of the frequency and orbit,a statistical analysis was made for the International Space Station and the Chinese manned spacecraft registered in the ITU using the literature analysis and descriptive research methods.The main rules and related functions of the inter-governmental organizations or non-governmental international organizations were researched and analyzed including the International Telecommunications Union,the Consultation Committee Space Data System,the International Organization for Standardization,and the Space Frequency Coordination Group,etc.The rules of application and the constraint conditions related to the frequency use of the Space Stations were also studied.In the end,proposals for the future use of the frequency and orbit for our Space Station were put forward.
