摘要
作为新型城镇化的实践样态,特色小城镇是我国县域城镇化建设的关键载体和中坚力量。为适应新型城镇化的要求,县域特色小城镇应持续创新,通过营造“魅力城镇”来实现高质量发展。“魅力城镇”旨在呈现生态生产、生活、生命的完整形态,引导人们迁居、定居、安居,并成为他们安身立命之处;它强调产城人文一体,具有宜业、宜居、宜养、宜游的多种优势,能够有效推进就地城镇化。从良好生态、特色产业、公共服务、人文底蕴和个性风格着手,通过精心凝练而使得这些元素融会贯通,是营造“魅力城镇”的基本途径。为了切实促进就地城镇化和实现全面城乡融合,“魅力城镇”应该作为我国县域特色小城镇建设的方向和目标。
As a practical form of new urbanization,small towns with county characteristics are the key carrier and backbone of the construction of county-level urbanization in China.In order to meet the requirements of new urbanization,small towns with county characteristics should continue to innovate and achieve high-quality development by creating"charming towns"."Charming town"aims to present the complete form of ecological production,livelihood and life,guide people to move,settle and live in peace,and become a place for them to settle down.It emphasizes the integration of industry,city and humanities,and has multiple advantages of being suitable for industry,living,raising and traveling,which can effectively promote local urbanization.Starting from good ecology,industries with county characteristics,public services,cultural heritage and personalized style,these elements are integrated through careful refinement,which is the basic way to create a"charming town".In order to effectively promote local urbanization and achieve comprehensive urban-rural integration,the"charming town"should be the direction and goal of the construction of small towns with county characteristics in China.
